on the day previous, as the information of the salt junks being in sight reached me too late to get up steam and to get there in time to have any chance of catching the junks. I left at 11.30 a.m. on the 19th for Gaemoon to tow the three salt junks to Head Office. On arrival at Gaemoon the Tidewaiter in charge reported to me that when he saw some of the salt junks come up in broad day light, he requested the Station gun-boat to take him to some of the salt junks standing in for Taomoon. The Captain of the gunboat reluctantly complied, but when nearing one of the salt junks the sailor taking soundings put the sounding pole only half way to the bottom and called out much less water than there actually was on the spot, whereupon the captain of the gun-boat informed the Tidewaiter that there was not sufficient water for his ship and returned to Gaemoon, Arrived there, Mr. Crawshaiv, the Tidewaiter at Gaemoon, engaged a fishing boat and taking six of the soldiers stationed at Gaemoon for the protection of the station, with him, succeeded in capturing three salt junks, nine more managing to escape capture and to reach Sze Hau Chung, to where, owing to the danger incurred, I have forbidden the officer to go.
"Above reported events, as well, as the great reluc- tage shown by the Kongmoon salt merchants in taking over salt seized by the Customs, which latter is quite natural, considering the price they pay for salt to the smugglers and the price they have to pay to the Salt Department, prove, I am of opinion, con- clusively, that the statements of my informere were true in every particular. They also show to what an enormous extent the salt revenue suffers at the hands of their corrupt officers, the fraudulent salt merchants, and the Government gun-boats, who prefer an easily and regularly earned income to a legally earned reward deserved by the capture of contraband and the protection of their country's revenue".
If this information, which I see no reason to doubt, is true, it brings to light the enormous amount of salt which is smuggled into this district alone, and what must it be into other districts of the West River Delta? It also shows up how the Salt
